The City of Berwyn is divided into eight wards. Each ward is represented by an alderperson who is elected by their constituency to serve a four year term. 

In addition to representing the interests of their ward residents, together the eight aldermen and Mayor comprise the City Council, which serves as the local legislative branch of government of the City of Berwyn.

City Council meets on the second and fourth Tuesday of every month at 8:00pm to exercise general and specific powers delegated by state statute.

Its 8 standing aldermanic committees work with city departments on the execution of city initiatives, review proposed ordinances, resolutions and orders before they are voted on by the full city council.

Third Ward Alderman Richard E. Leja and his wife Patricia have lived and raised their three children in Berwyn's 3rd Ward for over 40 years. A retired union painter, Alderman Leja is a tireless advocate for families and has strong ties to Berwyn's union community. He is committed to serving as a voice for all residents and works to keep Berwyn welcoming, safe, and family-friendly.

As chair of the Fire and Police Committee, he prioritizes community safety and ensures constituent voices are heard. He champions strong connections with senior residents and actively supports Berwyn's youth sports programs. Alderman Leja has led efforts to expand green space and combat flooding, including sponsoring a moratorium to prohibit building on narrow residential lots under 30 feet wide.

A steadfast education advocate, he supports District 100 schools by regularly engaging with families, teachers, and staff. He also launched an initiative to raise awareness of the vital role of crossing guards and work to promote recruitment.

Now serving his second term, Alderman Leja brings experience, passion, and a deep commitment to the growth and well-being of the 3rd Ward and the entire Berwyn community.
