The City of Berwyn is divided into eight wards. Each ward is represented by an alderperson who is elected by their constituency to serve a four year term. 

In addition to representing the interests of their ward residents, together the eight aldermen and Mayor comprise the City Council, which serves as the local legislative branch of government of the City of Berwyn.

City Council meets on the second and fourth Tuesday of every month at 8:00pm to exercise general and specific powers delegated by state statute.

Its 8 standing aldermanic committees work with city departments on the execution of city initiatives, review proposed ordinances, resolutions and orders before they are voted on by the full city council.

Robert "Rob" Pabon has served as 5th Ward Alderman since April 2021. Before joining the Berwyn City Council, he served on the Board of Education for Berwyn North School District 98. He co-founded the Berwyn Free Library Initiative, which promotes bi-literacy, community building, and equitable access to resources.

A proud Latinx leader and lifelong Berwyn resident, Alderman Pabon is dedicated to amplifying underrepresented voices and inspiring civic participation. His career in the nonprofit sector began in youth development and career services, where he helped young adults in Berwyn and Cicero discover their paths forward. He is also a trained circle keeper and experienced facilitator.

In his current role at Citizen University, Pabon coaches civic leaders from across the country and leads the organization's alumni network. Locally, he collaborated with community partners to host the annual Youth Opportunity Fair and launched the Civic Series to encourage civic education and engagement.

As chair of the Ad Hoc Rat Abatement Committee, he reactivated the group during his first year to advocate for a citywide, comprehensive plan to address rodent issues.

He lives in North Berwyn with his wife and three children.
